Find already indexes text inside live PDF annotations (e.g. Bluebeam notes) — those need no OCR. OCR is for text that was flattened into the sheet, or a scan. It reads clean, roughly horizontal text well; it is not reliable on dense plan linework or tiny rotated dimension strings.
